Lieutenant Robert Fowler is currently the Vice General Chairman and has served in that capacity since July 2010.  He previously served as Vice Zone Chairman from April, 2008 to July, 2010 and Zone Chairman from August, 2004 to April, 2008.  He joined the Garden Grove Police Department, located in Southern California, in 1990.  Prior to that he spent 5 years with two other Southern California law enforcement agencies.  Lieutenant Fowler is currently assigned as the Special Services Division Commander.  In that capacity, he supervises the Gang Suppression Unit, Intelligence Unit, Mounted Enforcement Unit, Narcotics/Vice Unit, and Traffic Unit.  Previously, as a lieutenant, he served as both a Watch Commander and Administrative Lieutenant.  As a sergeant, Lieutenant Fowler supervised the Department's Criminal Intelligence Unit.  Previous assignments also included Patrol, Juvenile Investigations and Resort Services.  Lieutenant Fowler holds a Bachelor’s Degree in Business Management, a Master’s Degree in Public Administration, and is a graduate of California’s POST Command College.
