Robert Fowler has served as Executive Director since April 2018.  He previously served as Vice General Chairman from July, 2010 to April, 2018, Vice Zone Chairman from April, 2008 to July, 2010, Zone Chairman from August, 2004 to April, 2008 and Vice Zone Chairman from January 2004 to August 2004.  He is a 33-year veteran of law enforcement and has spent the last 28 years with the Garden Grove Police Department, located in Southern California.  Robert retired as the Special Services Division Commander.  In that capacity, he supervised the Gang Suppression Unit, Intelligence Unit, Mounted Enforcement Unit, Narcotics/Vice Unit, and Traffic Unit.  Previously, as a lieutenant, he served as both a Watch Commander and Administrative Lieutenant.  As a sergeant, Robert supervised the Department's Criminal Intelligence Unit.  Previous assignments also included Patrol, Juvenile Investigations and Resort Services.  Robert holds a Bachelor’s Degree in Business Management, a Master’s Degree in Public Administration, and is a graduate of California’s POST Command College.
