Bryan Costigan

Security Director, Montana Lottery
Bryan Costigan is currently serving as the Security Director of the Montana Lottery. Prior to his appointment to the position, Director Costigan worked as the Supervisory Agent-in-Charge of the Montana Analysis and Technical Information Center of the Montana Department of Justice, Division of Criminal Investigation. He also worked as an investigator in the General Investigations Bureau, specializing in financial crimes and criminal extremist groups. Director Costigan has additional law enforcement experience with the Helena Police Department and the Lewis & Clark County (MT) Sheriff’s Office.
Director Costigan has conducted training in the area of criminal extremist groups and intelligence throughout the United States, Canada, and the United Kingdom. He has instructed for the United States Department of Justice, Bureau of Justice Assistance, State & Local Anti-Terrorism Training (SLATT) Program. Director Costigan has also served as an instructor for National White Collar Crime Center’s Foundations of Intelligence Analysis Training program and as a reoccurring speaker at the U.S. Naval Postgraduate School’s Center for Homeland Defense. Director Costigan has been recognized by his peers for his work and in 1999 he received the United States Attorney General’s Award for Exceptional Service, the highest award given by the Department of Justice. In 2014 he was honored as the Fusion Center Director of the Year by the membership of the National Fusion Center Association. In January of 2017 Director Costigan received the United States Department of Homeland Security’s Medal for Public Service.
Director Costigan is active in strengthening the role of information sharing in the public safety arena. He currently serves as a member of the advisory board to the Homeland Security - State and Local Intelligence Community of Interest and Homeland Security Information Network – Intelligence Working Group. Director Costigan is a founding member of the executive board and served as the first secretary of the National Fusion Center Association. He received his Associates of Police Science from Bergen Community College. He then attended Carroll College, where he obtained a Bachelor’s degree in Political Science. Director Costigan has completed his course work for his Master’s in Public Administration from the University of Montana
